When Cobalt engages in long-term projects it serves as an “owner’s representative” or “advocate” for capital investment initiatives and technology projects. In these situations, members of the Cobalt team are engaged to assist clients with some or all of the following services: strategic thinking/doing, preparing growth plans, conducting policy research, designing programs, managing public/private partnerships (P3), selecting/deploying software-as-a-service (SaaS) tools, validating sources/uses budgets to leverage multiple funding sources, proposal/prospectus writing, planning real estate acquisition/divestment strategies, engaging communities, executing land use and zoning changes, and resolving regulatory/compliance issues.
